WASHINGTON (MarketWatch) - Starts of new homes in the United States fell by 2.1% to a seasonally adjusted annual pace of 1.47 million in May, as building permits for new construction rose 3% to 1.50 million on a jump in multifamily dwellings, the Commerce Department estimated Tuesday.
The figures were slightly stronger than expected by economists surveyed by MarketWatch. Both starts and permits were forecast to fall to 1.46 million.
Completions of housing units fell 0.5% to a seasonally adjusted annual rate of 1.534 million, the lowest total in six years.
Construction of single-family homes weakened further in May, while building of multifamily buildings strengthened.
Starts of single-family homes fell 3.4% to a seasonally adjusted annual rate of 1.17 million, while permits for single-family homes fell 1.8% to 1.06 million. Starts of multifamily units rose 3.1% while permits rose 16.5%.
The data show builders are still struggling to bring supply and demand back into balance.
On Monday, the National Association of Home Builders reported that its confidence index fell to a 16-year low of 28 in June, signifying that about a third of builders are confidence in the housing market. Builders said the market probably wouldn't turn around until next year at the soonest.
The government cautions that its housing data are volatile and subject to large sampling and other statistical errors. In most months, the government can't be sure whether starts increased or decreased. In May, for instance, the standard error for starts was plus or minus 8.1%. Large revisions are common.
April's starts data were revised lower to 1.506 million from 1.528 million previously reported.
It can take five months for a new trend in housing starts to emerge from the data. In the past five months, housing starts have averaged 1.47 million annualized, down from 1.50 million in the five months ending in April and 2.03 million in May 2006.
In the first five months of the year, starts are down 26.5% from the same period a year ago. Permits are off 25.7%.
Permits are generally considered a better indicator of building than starts, which can be influenced heavily by weather conditions. The sampling error on permits is lower as well.
Regionally, starts jumped 16% in the Northeast and the Midwest. They fell 2% in the South and 20% in the West. Starts in the West are now down 38% compared with last May, the largest year-over-year decline in the region in 16 years.
