LONDON (MarketWatch) -- Jean-Claude Trichet, president of the European Central Bank, hinted in his introductory statement that the central bank may raise rates from 4%. He said there was upside inflation risks and used the phrase "accommodative" to describe current rates. He also warned of capacity contraints as the labor market tightens.
