Divida Italiana mantem a continua subida sem sinais de abrandamento estando já nos 3.54% e a caminho dos 3.60%

O MIB cai 1.88% e a banca Italiana está em forte queda entre os 2% e os 7% do Paschi Siena .

Os futuros USA também continuam em queda

Estes valores estão dentro do expectável e acontecem sem onda de pânico nem corrida a dívida alemã , subida de juros em Itália com descida na Alemanha é sinal de perigo até agora é uma pequena agitação .

NO inicio desta semana mantem-se a tendência de continua subida das taxas de juro Italianas , sendo a subida claramente percebida á luz dos artigos anteriores , e do presumível forte futuro braço de ferro entre UE e Itália após a apresentação do orçamento italiano detalhado á UE a 15 de Outubro.

As taxas de Juro Italianas a 10 anos oscilaram na semana passada na zona 3.30% - 3.40%.

"Italy’s defiant coalition warns of financial ‘Armageddon’ if Brussels picks a budget fight "

Italy’s insurgent coalition has warned of a financial cataclysm of global proportions if the eurozone authorities reject the country’s budget plans and ratchet up economic stress as a tool of pressure.

“If anybody in Brussels is stupid enough to think they can use the ‘Greek textbook’ against us, they will find that the crisis is not Greece squared, but Greece cubed,” said Claudio Borghi, economics chief for the Lega party and chairman of the budget committee in the lower house of parliament.

“In Greece, the EU managed to turn what started as small problem into disaster through their own mismanagement, but this would be a thousand times worse. It would be Armageddon,” he told The Daily Telegraph.


Tensions in Rome have reached fever pitch on reports of a crisis meeting on Wednesday night between Italian president Sergio Mattarella and Mario Draghi, the president of the European Central Bank. The Italian press have raised the possibility of a ‘Commissariamento’, a drastic step that would effectively put Italy under EU economic control.

The meeting follows a surge in risk spreads in Italian 10-year bonds to more than 300 basis points this week after the coalition submitted a defiant budget plan. This sent tremors through the Italian banking system - highly sensitive to bond rates - and risks setting off a credit crunch.

The fiscal revisions released last night are slightly less radical but they still breach the eurozone’s Stability Pact.

Luigi di Maio, the Five Star leader and Italy’s vice-premier, said the country would not be cowed. “We’re watching the markets but if there is a choice between the bond spreads and citizens, I will choose the citizens,” he said.

La Stampa said Mr Draghi expressed alarm over the budget fight, warning that politicians in Rome are vastly underestimating the delicacy of the situation as the ECB winds down its bond purchase programme over the next three months. “Italy will have no safety net,” he reportedly said.


There is a back-stop rescue facility known as the OMT but this requires involvement by the EU bail-out machinery (ESM), under draconian conditions, with a vote in the German Bundestag. This option would not come in to play until the crisis was already far advanced, and even then it is doubtful whether the Lega-Five Star alliance would ever accept such terms.

Mr Mattarella, a pro-EU centrist of the old guard, has some say over budget compliance and could theoretically invoke his constitutional powers to uphold Italy’s membership of the euro. Officials are studying clauses in the constitution to determine the exact extent of his prerogatives.

If the independent budget office (UPB) issues a harsh verdict on the fiscal forecasts over coming days, or warns of any threat to the country’s long-term debt sustainability, this could strengthen the president’s hand.

“This is complete madness,” said Mr Borghi. “They can’t do it unless they send in the army and you can’t do this to a lawful government with a majority in parliament that is doing nothing out of the normal. If they try, there will be a real revolution.”

The coalition is infuriated by a Reuters story citing anonymous EU officials and diplomats in Brussels warning that Italy faces “massive debt restructuring” on its €2.3 trillion (£2 trillion) public liabilities on the current course.

One described the Italian budget as “complete insanity”, saying it relies on “ludicrous
growth assumptions”. Another said that delusional markets were clutching at straws and had not yet grasped the full gravity of the clash between Rome and Brussels.

As always in such cases it is hard to tell how much of this is a pressure tactic; an attempt by the European Commission to recruit the bond vigilantes to scare Italy and act as their enforcement gendarmes.

“If there is a deliberate political and financial attack on our country, we will defend ourselves. The Italian people went through this before in 2011 and they are no longer afraid of the spreads,” said Mr Borghi.

He declined to comment on the government’s ‘plan B’ defences, but earlier proposals for a ‘minibot’ parallel currency are written into the official coalition contract - should it be needed to inject liquidity into the banking system and prevent the sort of asphyxiation that brought Greece to its knees in 2015.

“All I will say is that the EU should have learned after what happened in Greece that once you start talking about debt-restructuring, you are igniting the fire,” he said.

The budget dispute between Italy and the EU is in one sense contrived, more political theatre than economic science. The latest plans project a deficit of 2.4pc of GDP in 2019, 2.1pc in 2020, and 1.8pc in 2021. This is hardly a shocking figure.

France is still near 3pc and has been a persistent violator but is forgiven “because it is France” in the unforgettable words of Commission chief Jean-Claude Juncker.

In part, the showdown is over EU theology. “The rehabilitation of the eurozone’s fiscal rules is at stake,” said Neil Mellor from BNY Mellon.

Mr Juncker said this week that if Italy was granted a free pass on the revamped (and contractionary) Stability Pact, it “would mean the end of the euro, so you have to be very strict”.

At the same time there is a strong suspicion in Rome that the EU is raising the stakes to teach Italy’s eurosceptics a lesson. Luigi di Maio has come close to accusing France and Germany of conspiring to bring about regime change.

Yet it is also clear that Italy’s budget figures are fiction. They rely on a surge in economic growth of 1.5pc to lower future deficits. Daniele Antonucci from Morgan Stanley said the best they could hope for was 1pc growth. Brian Coulton from Fitch said the trend rate was no higher than 0.7pc. Reforms are going backwards so, if anything, the speed limit may fall further.

The Lega-Five Star government argues that years of depression have left Italy with a large ‘output gap’, meaning that any fiscal stimulus will turbo-charge the economy through a high fiscal multiplier.

But this is contested. The ‘hysteresis’ damage from the slump has allowed labour skills to atrophy and may have destroyed part of the economy permanently. Both the Commission and the OECD say the output gap has already been closed. They argue that there is no slack, and no such low-hanging fruit to pick.

Lorenzo Codogno, former chief economist at the Italian Treasury and now at LC Macro Advisors, said Italy was still “miles from compliance” under the revised budget figures.

Moody’s and Standard & Poor’s will issue their verdict on Italy’s sovereign debt rating over the next month. A one-notch downgrade might be manageable. If the markets start to fear further slippage to junk status, it would set off a mass exodus by foreign investors.

The Norwegian pension fund, the world’s biggest investor, said on Friday that it would be forced to liquidate its holdings of Italian debt under its mandatory guidelines if the country falls below investment grade. The lesson of the Greek crisis is that it does not pay to be the last out of the door when things go wrong.

Está bonito o braço de ferro entre UE e Itália . NINGUEM recua.
Provavelmente nos próximos tempos ainda vamos assistir a muito levantar de poeira e subidas de taxas de juro em Itália , com ninguém a ceder .

O presidente da Comissão, Jean-Claude Juncker, citado pela Bloomberg, pede a Itália que redobre os esforços orçamentais para evitar desvios face aos compromissos assumidos com Bruxelas, dizendo que o Governo de Roma já conseguiu concessões para os gastos.
A Comissão Europeia enviou mesmo uma carta ao ministro das Finanças italiano, Giovanni Tria, dizendo que com o planeado défice de 2,4% para 2019, o défice estrutural subirá 0,8%. Em Julho os ministros europeus pediram a Roma que reduzisse o défice estrutural em 0,6%. Às preocupações levantadas por Bruxelas o governo transalpino já veio dizer que "não recuará" nos planos de despesas. "

Taxas juro italianas após ontem terem aliviado e terem andado nos 3.30% e abaixo desse nível , hoje voltam ás subidas e já acima dos 3.35%

A questão é simples. Com um crescimento do PIB de 1% + inflação de 1,5% e défice de 2,4% é matematicamente impossível sustentar isto.

Reparem: a dívida líquida da Itália é de uns 120% do PIB. Não faço ideia de qual seja a taxa de juros média que pagam, mas se for maior que inflação + crescimento (2,5%), a dívida vai crescer todos os anos em % do PIB, mesmo sem contar com o défice.

E trata-se de crescimento exponencial (capitalização), visto que os juros para serem pagos obrigam a contrair novos empréstimos. Portanto a Itália precisa ou irá precisar no futuro mais ou menos longínquo de um resgate/perdão/reestruturação da dívida.

Mais, são as yields de prazo + curto (1-2Y) que melhor respondem a esta questão orçamental.

Esta variação dos mercados nem medo aparenta ter disto quanto mais pânico .

já não se vê pânico nos mercado há pelo menos uma década .

Foi a ultima vez que observei pânico em direto

Vamos lá relativizar isto. As yields italianas estão abaixo do que negociaram nos últimos 20 anos antes deste período de taxas minorcas. Entre 1993 e 2013 as yields italianas variaram entre 3,7 e 14%.

Acho que é importante ressalvar isto, antes que pareça uma situação de pânico. Repito: estão muito abaixo do valor normal para as yields italianas.

Mesmo com conversa para distraídos , a dizer que fazem concessões no futuro , e em 2019 querem gastar o que lhes apetecer e aumentar forte o défice , mercados não vão na cantiga e 10Y Yields mantem-se acima de 3.40%

concessões em termos orçamentais
. Assim, e como adiantado por esse jornal, o défice para
2019 permaneceria nos 2.40%, mas em 2020 passaria a ser de 2.20% e 2.20% em 2021. O
documento adiantado na semana passada previa que o défice público se situasse nos 2.40%
nesses três anos.

"Italy’s populist government has decided to press the “self-destruct” button with its forthcoming budget. How should the rest of the EU react? The European Commission and other governments are right to demand that Rome follows the rules. But there’s no point in ratcheting up the rhetoric, as Jean-Claude Juncker did with his comparison to Greece. It’s best to leave it to investors, who are making it clear enough what they think of the coalition’s economic strategy.
Last Thursday, the Italian administration said it would target a budget deficit of 2.4 percent of gross domestic product next year, much higher than the previous government’s aspiration. The ruling League and Five Star Movement said they would use the extra borrowing to lift current spending, including lowering the pension age. To make things worse, there’s still no document outlining what Italy’s future fiscal strategy will be. By some accounts, it will keep the 2.4 percent target for each of the next three years. The financial markets have understandably taken fright, sending 10-year bond yields to their highest since 2014."

"Brussels is right to demand that Italy sticks to the rules. True, the EU’s fiscal guidelines have been relaxed in recent years to accommodate Europe’s snail-paced recovery. But Italy’s proposed plans make a mockery of Europe’s rulebook, and of common sense. They casually brush aside the country’s very high public debt and the fact that it isn’t in recession. They seem to offer no coherent medium-term strategy to reduce the deficit. And they double down on unproductive current spending, while doing little to boost investment. The Commission might have offered some leniency for a better designed budget. In its current form, it would be right to reject it."

"Where Juncker and his colleagues need to be careful, though, is in how they deliver the message. The League and Five Star leaders, Matteo Salvini and Luigi Di Maio, thrive politically by standing up to Brussels. "

"A far cannier strategy would be to simply apply the rules, without dramatizing the clash. The European Central Bank is stepping back from its scheme of quantitative easing, making bond investors much more careful about where to lend their money. Italy is giving them every reason to go elsewhere. Far better to let Di Maio and Salvini sell the consequences of that to the Italian people, than offer them up a convenient outsider to pour hate on. "

NIvel das obrigações italianas já perto do final do dia com subida hoje de 4%.

Mas a subida nos próximos dias provavelmente poderá não ficar por aqui , com a novela nos próximos dias , com apresentação do orçamento italiano amanhã ao parlamento e a promessa dos populistas no governo de não alterarem um milímetro ao orçamento em clara atitude de desafio á UE .

VAmos ver como corre a novela , os gregos também enfrentavam a UE e faziam o que queriam e depois submeteram-se .

Os populistas costumam ter um discurso para dentro e outra atitude pragmática para fora quando as coisas apertam como se viu na grecia .

Ora, a Portugal isso também nos fazia jeito, mas não tivémos direito.

Acho que os italianos estão a preparar a coisa para um default, e fazem eles bem. Se não dá para pagar, não dá. Alternativamente, troca de dívida por algum tipo de dívida de ultra-longo prazo com micro-juros, tipo 100 anos a 0,5% ao ano com 20 anos de carência. Também fazia jeito :mrgreen:

O problema destas situicoes e a divida detida por investidores nacionais especialmente bancos por isso sao complicadas

"Second, the increase in government funding needs stemming from a higher public deficit comes in conjunction with the slowdown and forthcoming end of the ECB’s net asset purchases. The's ECB quantitative easing program initiated by the ECB in March 2015 is coming to an end this year. Since its initiation, the central bank has purchased €360bn-worth of Italian government bonds and we expect it to buy another €5.5bn in the last quarter of this year. From January 2019 onwards, Goldman expects new purchases to end and reinvestments of the Italian government bond portfolio to average EUR3-3.5bn/month in 2019 (Exhibit 2)."

"Third, heightened market volatility in recent months may have had lasting effects on BTP liquidity and market depth. In Exhibit 4, Goldman shows the average daily volumes of Italian government securities on cash secondary markets (M.T.S.) during April, May and June 2018. The volumes of BTPs exchanged in June, following the selloff of Italian bonds initiated at the end of May, have been almost one-third of those observed in April and May.
While these data refer to a few months ago, the collapse in volumes, accompanied by a meaningful increase in bid/ask spreads (Exhibit 5), point to a potentially severe deterioration of market liquidity, which in Goldman's view has resulted in increasingly gappy price action."

Quem não chora não mama. Não esquecer que a dívida da Grécia foi reestruturada com perdas de 100 mil milhões de euros para os credores.
Ora, a Portugal isso também nos fazia jeito, mas não tivémos direito.

Acho que os italianos estão a preparar a coisa para um default, e fazem eles bem. Se não dá para pagar, não dá. Alternativamente, troca de dívida por algum tipo de dívida de ultra-longo prazo com micro-juros, tipo 100 anos a 0,5% ao ano com 20 anos de carência. Também fazia jeito :mrgreen:

Provavelmente vamos continuar a ter durante algum tempo braço de ferro e guerra aberta entre UE e Itália , com troca de argumentos de parte a parte quase todos os dias .

Quando se começam com afirmações " Itália não é a Venezuela " , isto vai de mal a pior .
