Meus caros,

U.K. Must Leave EU as Soon as Possible, EU Foreign Ministers Say

The online petition, set up after Britain’s shock decision to sever itself from the EU, says “We the undersigned call upon HM Government to implement a rule that if the remain or leave vote is less than 60% based a turnout less than 75% there should be another referendum.”

More Than 1 Million Sign Petition Calling for Second EU Vote

Britain is coming to terms with its decision to leave the European Union after Thursday’s dramatic referendum. Here are some of the questions that are doing the rounds in the U.K. this weekend:

Can the referendum result somehow be overturned?
Possible, but unlikely. It’s true that the referendum is non-binding and the U.K.’s next prime minister is under no legal compulsion to act on the result. And a new premier could, in theory, go back to the EU and ask to negotiate a new deal before taking it back for a second vote. But this option has been ruled out by the EU’s other leaders. Most importantly, it would be extremely difficult to ignore the views of the 17.4 million people who voted to leave.

What about this petition calling for a second referendum?
A record 1.6 million people have signed a petition on Parliament’s website calling for a second vote. However, there is no mechanism in the U.K. for the public to trigger a referendum -- the most that a petition can achieve is a debate among lawmakers. There are a few other problems. The petition demands the government annul the plebiscite if either side wins by less by 60 percent or if turnout is less than 75 percent. But the referendum has already taken place. And all the country’s leading politicians have pledged to recognize the result. So this probably won’t go very far.

Could the EU make the U.K. an offer that prompts a rethink?
Unlikely. So far all the indications are that Berlin, Paris and Brussels want a quick separation. “It’s not an amicable divorce, but it never really was a close love affair anyway,” said EU Commission President Jean-Claude Juncker.

When will the U.K. formally leave the EU?
Not for some time. Firstly, the U.K. needs to trigger Article 50 of the Lisbon Treaty, putting in place a two-year timeline for formal talks. However, Prime Minister David Cameron has said that’s a task for his successor, who won’t be in place for perhaps three months. And Boris Johnson, the favorite to take over, indicated Friday that there is no rush to formally start negotiations. So it seems unlikely that the U.K. will leave before late 2018 at the earliest.

Can the EU force the U.K. to trigger Article 50?
No. Only the U.K. can do that. That leaves a certain amount of negotiating power with Britain for now. Once the mechanism is triggered, though, the advantage switches back to the other 27 countries. So the timing of Article 50 is quite crucial.

How does the Tory leadership battle work?
Cameron said he wants his successor to be in place by early October. Assuming Conservative Party grandees decide to use the same system followed for Cameron’s election in 2005, 330 lawmakers will screen the field of candidates and whittle them down to two by July 21, when the House of Commons goes into recess for the summer. Party members will then choose the winner.

Who are the favorites?
Johnson is in front of the pack, according to bookmaker William Hill Plc, with odds of 8/11, giving him a 58 percent chance of winning. Theresa May, who wanted to stay in the EU, is next at 5/2, give her a probability of 29 percent, while Michael Gove, a leading Brexit campaigner, is at 10/1, giving him a 9 percent chance.

So is it a done deal for Johnson?
Not necessarily, says Alan Duncan, a Conservative lawmaker. While Johnson is charismatic and probably the most recognized politician in Britain, he is also erratic. That may not appeal to Conservative Party members traumatized by a bitter referendum campaign. “A lot of them don’t necessarily want a permanent ride on the Big Dipper,” Duncan told BBC Radio on Saturday.

Will there be a snap election?
Jonathan Powell, Tony Blair’s former chief of staff, says any new prime minister will need a mandate from the electorate before exit talks begin. “What sort of new relationship are we going to have with the EU?” Powell said in an interview with the BBC Friday. “Are we going to be Norway? Are we going to be Canada? who are we going to be?”
Still, dissolving Parliament is not as easy as it used to be.
Since 2010, the U.K. has had fixed-term legislatures, and the next vote isn’t due until May 2020. But there are two circumstances in which there could be an early election. Firstly, if two-thirds of the House of Commons votes for one; and secondly, if a government loses a no-confidence vote and a new administration fails to win a confidence motion within 14 days.
Either of these could be engineered: The Conservatives have a majority, so can prevent any other administration forming, and it might be difficult for the main opposition Labour Party to argue against an election.

Campaigners to get Britain out of the European Union won their shock victory by building an alliance of older and less-educated voters angry about the way globalization has changed their lives. Now they’re telling people they won’t get what they want.
Vote Leave explicitly targeted people concerned about immigration, warning them that millions of Turks were on their way to Britain. The morning after they won Boris Johnson, their leading spokesman and the favorite to succeed David Cameron as prime minister, began backing away from that message.
Nigel Farage launches a national poster campaign on June 16.

“I want to speak directly to the millions of people who did not vote for this outcome, especially young people, who may feel that this decision in some way involves pulling up a drawbridge,” he said. “I think the very opposite is true. We can control our own borders in a way that is not discriminatory but fair and balanced, and take the wind out of the sails of the extremists and those who would play politics with immigration.”
Johnson’s discomfort with the campaign tactics that delivered him victory reflect a deep division within the backers of Brexit. Many at the top want a liberal, free market, low-regulation country modeled on London, the city Johnson led for eight years. Johnson proposed an amnesty for illegal immigrants, and said anyone with a job should be able to come to the country. But the people whose votes they relied on want dramatically reduced immigration and more regulation, even if it means being poorer.
‘Crucial Split’
“It’s a crucial split within the Leave group,” said Gerry Stoker, professor of political science at Southampton University. “It was absolutely clear that a lot of their supporters weren’t just voting for ending new immigration, but for sending back existing immigrants.”
The spokesman for anti-migrant angst isn’t Johnson, but Nigel Farage, whose U.K. Independence Party helped force the referendum in the first place. Farage has long wanted to get out of the EU, but only began to succeed once he linked it in people’s minds to immigration. His argument was that “I’d rather we weren’t slightly richer and I’d rather we had communities that felt more united.”
In the early days of the referendum campaign, Vote Leave rejected an approach focused on immigration, partly because few of their principal spokesmen supported it. But in the final month, it reversed that stance. Farage, frozen out of the official campaign, went further, publishing a poster showing refugees entering the EU that Leave supporter Michael Gove said made him “shudder”.
Taking Sides
With the battle won, those around Farage are determined that the focus on immigration shouldn’t be abandoned. “Entirely reasonable to believe that the Conservative Party learned nothing from this vote,” wrote Arron Banks, Farage’s principal donor, on Twitter when he read Johnson’s pro-immigration comments.
If Johnson hopes to lead the country, he will need to decide whose side he’s on. He’s already tasting the problems of taking sides. A popular former London Mayor, he had the jarring experience of winning the country but not his own city, which voted strongly for “Remain.” The day of his triumph, he left his house to be greeted with an angry crowd and shouts of “scum.”
Quoting Greek
Meanwhile polling by former Conservative lawmaker Michael Ashcroft found a clear correlation between age and likelihood to vote for a Brexit. Some 60 percent of the over-65s and 57 percent of those aged 55 to 64 voted to leave the bloc, compared with just 27
percent of those aged 18 to 24. A study by YouGov found that those with university degrees voted strongly for “Remain,” while those who left school at 16 voted strongly for “Leave.”
Johnson, a wealthy man who went to Eton, one of the world’s most prestigious schools, and is given to quoting Latin and Greek, is on the other side of the argument from the young and the educated. If he wants to win them back, and follow his own instincts, it will be at the cost of disappointing the people whose support helped him win this week.

And if he does succeed in replacing Cameron as prime minister, any meaningful trade deal negotiated with the EU will likely require some concessions on the free movement of people. The Swiss government spent the last two years seeking a way to introduce restrictions for newcomers without having to annul a bilateral deal with the EU that would cost Swiss output an estimated 32 billion francs ($33 billion) a year.
“Delivering the full package of what many people think they voted for is highly unlikely,” said Peter Paul Catterall, reader in history, sociology and criminology at the University of Westminster. “The process will be messy. Because of the inevitable mismatch between the expectations that have been raised and any likely results, it could also get ugly.”
