ECONOMIC REPORT: U.S. initial jobless claims rise 20,000; Continuing claims for benefits fall to 3-year low

WASHINGTON (CBS.MW) - Initial claims for state unemployment benefits rose unexpectedly by 20,000 to 350,000 last week, the Labor Department said Thursday.

The department could identify no special factors behind the increase, although a spokesman did note that claims are still elevated in states hit by last month's hurricanes.

Economists were expecting only a slight increase in initial claims to about 335,000, according to a survey conducted by CBS MarketWatch.

The four-week moving average of new claims, which smoothes out distortions caused by one-time events such as weather, fell by 5,500 to 343,250 in the week ending Oct. 23, the lowest level in five weeks.

The Labor Department says the four-week average provides a more accurate snapshot of the labor market's strengths and weaknesses.

Meanwhile, the number of former workers receiving state unemployment checks rose by 38,000 to 2.82 million in the week ending Oct. 16. The four-week average of continuing claims dipped to a fresh three-year low of 2.82 million.

The insured unemployment rate - the percentage of eligible workers who are receiving benefits - remained at 2.2 percent.

The continuing claims figures correspond to the week used by the Labor Department to survey thousands of U.S. businesses and households for the monthly employment report.

The four-week average of initial claims in the October survey week was 7,250 higher than in the September survey week. The four-week average of continuing claims was 56,250 lower in the October week than in the September week.

The government will report the October employment report on Nov. 5, with early forecasts averaging about 170,000 new jobs. Payrolls rose by 96,000 in September.

Economists have said initial claims in the neighborhood of 340,000 to 350,000 are consistent with monthly job gains of about 150,000 to 250,000. The economy needs to add about 150,000 jobs a month to absorb new entrants into the labor force.

Jobless claims have been relatively steady for months, aside from the September distortions caused by a string of hurricanes.

The four-week average of initial claims has settled in a range between 335,000 and 355,000 for the past seven months after plunging by about 60,000 in the last three months of 2003. Claims were consistently under 300,000 during the boom years of the late 1990s.

Job growth has stalled in recent months. Nonfarm payroll gains have averaged 99,000 over the past three months, compared with 295,000 a month from March through May.

Long-term unemployment has been particularly insidious during this business cycle. In September, 1.75 million, or 21.8 percent, of the 8 million workers classified as unemployed had been out of work longer than six months. The average duration of unemployment remained high at 19.6 weeks.

About 40 percent of workers who collect benefits exhaust them before finding a new job.

Workers who exhaust their unemployment benefits are still counted as unemployed as long as they are looking for a job and ready to work.
