LONDON, April 15 (Reuters) - Poland dismissed a purported truce offer from Osama bin Laden on Thursday as a "trick" designed to prey on heightened fears after the al Qaeda-linked train bombings in Madrid.
"It would be a big, big mistake if people buy that, because it is an offer made by a terrorist," Polish Foreign Minister Wlodzimierz Cimoszewicz told a London news conference.
An audio tape said to be from bin Laden and aired on Arab TV on Thursday offered a truce to Europeans if they withdrew troops from Muslim nations but vowed to continue fighting the United States and Israel.
"I think this is a kind of trick addressed to the concerned people in Europe after the Madrid tragic attacks," added Cimoszewicz, whose nation has troops in Iraq backing the U.S.-led military occupation.
"More Europeans are afraid of being attacked by terrorists" since the March 11 bombs that killed 191 in Spain and have been blamed on Islamic militants, he said.
Al Qaeda and bin Laden were the main source of insecurity, the minister added during a visit to the United Kingdom.

DUBAI, April 15 (Reuters) - A purported audio tape by Osama bin Laden, aired on Arab television on Thursday, offered a truce to Europeans if they pulled troops out of Muslim nations but vowed to continue fighting the United States and Israel.
The voice on the tape, which sounded like that on previous broadcasts believed to be genuine, also said that the March 11 train bombings in Madrid that killed 191 people were retaliation for Spain's role in Iraq, Afghanistan and with the Palestinians.
"I offer a truce to them (Europe) with a commitment to stop operations against any state which vows to stop attacking Muslims or interfere in their affairs," the voice said.
"The announcement of the truce starts with the withdrawal of the last soldier from our land and the door is open for three months from the date of the announcement of this statement.
"Whoever rejects this truce and wants war, we are its (war's) sons and whoever wants this truce, here we bring it."
The address to Europe looked like an attempt to exploit transatlantic differences over the war in Iraq and the Middle East peace process and notably wide disquiet among European voters and some governments about U.S. foreign policy.
In the first reaction by a European state, Italian Foreign Minister Franco Frattini ruled out any talks with the al Qaeda leader. "It is completely unthinkable that we could start negotiations with bin Laden. Everyone understands that."
British officials told Sky television that London would not negotiate with militants and the idea of an armistice with terrorists was "an absurdity".
It was not immediately possible to verify the authenticity of the tape broadcast by Dubai-based Al Arabiya and Qatar-based Al Jazeera channels. The CIA has said some previous tapes allegedly by bin Laden were likely to be genuine.
The Saudi-born fugitive blamed for the September 11 attacks on U.S. cities in 2001 is believed to be in hiding somewhere in Afghanistan or on the Pakistan frontier.
"President (George W.) Bush and leaders in his sphere, big media institutions and the United Nations...all of them are a fatal danger to the world, and the Zionist lobby is their most dangerous and difficult member, and we insist, God willing, on continuing to fight them," the man on the tape said.
He vowed revenge on Israel and the United States for the death of Hamas leader Ahmed Yassin, killed last month in Gaza.

Speaking of September 11 and this year's March 11 bombings in Spain, he said:
"Our actions come in response to your actions of destroying and killing our people in Afghanistan, Iraq and Palestine. It is enough to witness the event that shocked the world, the killing of the elderly, wheelchair-bound Sheikh Ahmed Yassin, God have mercy on him, and we pledge to God to take revenge on America."
"What happened on September 11 and March 11 are your goods returned to you so that you know security is a necessity for all."
Madrid sent troops to Iraq after Saddam Hussein was toppled and has a contingent in Afghanistan. Militants claiming al Qaeda links claimed responsibility for the Madrid bombs, which have raised pressure on the government to withdraw troops from Iraq.
Spain believes most of the bombers are among Moroccans now in custody or who died in a suicide blast two weeks ago. It says they may well have had links to al Qaeda.

DUBAI, abr 15 (Reuters) - Dos estaciones de televisión árabes transmitieron el jueves una presunta cinta de audio de Osama bin Laden que propone una tregua a los estados europeos y afirma que los atentados de marzo en Madrid fueron en venganza por las acciones de España en Afganistán, Irak y "Palestina".
El presunto mensaje de Bin Laden, transmitido por el canal Al Arabiya, con sede en Dubai, y luego por la estación Al Jazeera, con sede en Qatar, propuso la tregua a los países europeos si detienen los ataques contra los musulmanes pero no ofreció ningún acuerdo a Estados Unidos.
"Ofrezco (a Europa) una tregua, con el compromiso de detener las operaciones contra cualquier estado que prometa dejar de atacar a los musulmanes o de interferir en sus asuntos (...) el anuncio de la tregua comienza con la retirada del último soldado de nuestra tierra y la puerta queda abierta durante tres meses desde la fecha de este comunicado", dijo la voz.
El mensaje también prometió venganza contra Israel por la reciente muerte de Ahmed Yassin, líder espiritual del grupo palestino Hamas. Yassin murió el mes pasado en Gaza tras un ataque israelí.
"El presidente (George W.) Bush y los líderes de su esfera, los grandes medios y las Naciones Unidas (...) todos son un peligro fatal para el mundo y el lobby sionista es el miembro más peligroso y difícil, e insistimos, Dios mediante, seguir combatiéndolos", dijo el hombre en la cinta.
No fue posible verificar inmediatamente la autenticidad de la cinta, aunque la voz sonaba parecida a la de grabaciones anteriores consideradas como genuinas.
La CIA ha dicho que posiblemente son verdaderas algunas cintas anteriores que presuntamente eran de Bin Laden. Washington dice que la red Al Qaeda de Bin Laden organizó los atentados del 11 de septiembre del 2001 en Estados Unidos.
La voz de la cinta transmitida el jueves dijo que "lo que pasó el 11 de septiembre y el 11 de marzo es la devolución de lo que sembraron, para que sepan que la seguridad es necesaria para todos".
