Portugal publishes Portucel bidding rules

LISBON, Dec 30 (Reuters) - Portugal's government on Tuesday published bidding rules for the 30-percent stake in paper company Portucel it has put up for sale in a second round of privatisation.

The Official Gazette confirmed that the government had set a floor price of 1.45 euros each for the 230.25 million shares it plans to sell en bloc.

It owns 56 percent of Portucel.

Portucel traded at 1.39 euros in mid-afternoon deals on Tuesday.

The Gazette added that the value of bids tendered would only be taken into account to "choose between bids of equivalent merit."

Portucel was Europe's fifth-biggest manufacturer of uncoated paper last year, analysts say. Uncoated paper is used for a variety of purposes including photocopying, and coated paper is used in catalogues and brochures. In October, Portucel shareholders blocked a government plan that would have increased Portucel's capital with assets including an industrial plant. Opposition was led by Portucel's largest private shareholder, conglomerate Sonae SGPS , which protested that its 25-percent holding would be diluted.
