ECONOMIC REPORT: U.S. initial jobless claims fall 25,000; Average level of continuing claims falls to 3-year low

WASHINGTON (CBS.MW) - First-time seasonally adjusted claims for state unemployment benefits fell by 25,000 to 329,000 in the week ending Oct. 16, the Labor Department reported Thursday.

A Labor Department spokesman noted that initial claims are often volatile during holiday weeks, despite attempts to adjust the data. The week included the Columbus Day holiday. .
The less-volatile four-week average of new claims dropped by 5,500 to 348,250, the lowest in three weeks. The Labor Department says the four-week average provides a more accurate snapshot of the labor market's strengths and weaknesses.
The four-week average smoothes out week-by-week distortions caused by weather and other special events.
Economists were expecting a decline to about 344,000, according to a survey conducted by CBS MarketWatch. See Economic Calendar.
"This is better than we expected and may suggest, at the margin, that companies have not immediately responded to the surge in energy prices by laying people off," said Ian Shepherdson of High Frequency Economics, cautioning that one week does not make a trend.
The number of former workers continuing to collect state unemployment checks fell by 8,000 in the week ending Oct. 9 to 2.798 million, the lowest in three months. The four-week average of continuing claims fell by 20,250 to 2.832 million, the lowest since June 2001.
The initial claims figure corresponds with the week used by the Labor Department to survey homes and businesses for the monthly employment report.
The four-week average of initial claims in the October survey week was 7,000 higher than in the September survey week.
The government will report the October employment report on Nov. 5. Payrolls rose by 96,000 in September.
Economists have said initial claims in the neighborhood of 340,000 to 350,000 are consistent with monthly job gains of about 150,000 to 250,000. The economy needs to add about 150,000 jobs a month to absorb new entrants into the labor force.
Jobless claims have been relatively steady for months, aside from the September distortions caused by a string of hurricanes.
The four-week average of initial claims has settled in a range between 335,000 and 355,000 for the past seven months after plunging by about 60,000 in the last three months of 2003.
Job growth has stalled in recent months. Nonfarm payroll gains have averaged 99,000 over the past three months, compared with 295,000 a month from March through May.
Long-term unemployment has been particularly insidious during this business cycle. In September, 1.75 million, or 21.8 percent, of the 8 million workers classified as unemployed had been out of work longer than six months. The average duration of unemployment remained high at 19.6 weeks.
About 40 percent of workers who collect benefits exhaust them before finding a new job.
Workers who exhaust their unemployment benefits are still counted as unemployed as long as they are looking for a job and ready to work.
